At first glance, here is how the headline appeared to me: 
Was it my sub-consience playing tricks on me? It could very well be because the US under Bush is acting like the bully that must get its way and control the world's energy resources. The headline is in reference to the State on the Union speech given tonight by President Bush. In that speech, Bush says "the only alternative to American leadership is a dramatically more dangerous and anxious world." Well in such a binary system, there is no room for a world where there is respect of international law and the sovergnity of nations. So the world in doomed anyway: either to submit to US dominance or become "more dangerous and anxious."
